S Hayden Lesbirel is a political scientist who specialises in the political economy of governance and policy, and has a particular interest in energy and environmental governance and policy in Japan and in the Asia Pacific.

He is author of NIMBY Politics in Japan: Energy Siting and the Management of Environmental Conflict (Cornell University Press, 1998), and co-editor of Japanese Studies in South East Asia: Towards a Cooperative Approach (National University of Singapore, 1994), Managing Conflict in Facility Siting: An International Comparison (Edward Elgar, 2005) and Facility Siting in the Asia-Pacific: Perspectives on Knowledge Production and Utilisation (Chinese University Press, 2011). He has contributed articles to Policy Sciences, Journal of Business Administration, Energy Policy, Pacific Affairs, Enerugii Keizai, Electoral Studies, Asian Journal of Political Science, Environmental Politics, and other journals.

He has spent many years in Japan and Asia teaching and researching, and has spent extended periods of time at the Institute of International Relations at Sophia University, the Institute of Energy Economics, and the Osaka School of International Public Policy at Osaka University and, more recently, as a Japan Foundation Fellow at the Institute of Oriental Culture at the University of Tokyo. He spent six years teaching the political economy of Japanese business in the Department of Japanese Studies at the National University of Singapore, and was Associate Director of the Australia-Japan Research Centre at the ANU.
