Justin is an associate professor at the Law School at James Cook University in Cairns and an adjunct research fellow in Business law and taxation, faculty of Business and Economics, Monash University. Previously he held the positions as the Australian National Tax Director for Deloitte Touche Tohmatsu and later Ernst and Young.

Justin’s research interests focus primarily on international comparative taxation law.  He has extensively toured South East Asia working on research projects, undertaken research in the Pacific island state of Vanuatu and New Zealand and has previously been seconded to the Tax Policy Institute at Kansai University in Osaka, Japan. From 2006 - 2011 he was involved in a research project examining the relationship between tax administrators and tax practitioners.

Justin was appointed as the visiting professor in Australian Cultural Studies at Tokyo University for 2012/13. During 2015 he was a visiting scholar at the University of Oregon in Eugene and at the Australian Studies Centre at the University of Barcelona. In the first half of 2019 Justin will be working on three projects dealing with carbon pricing in Tokyo, Vienna and Oxford.
